Andrew D'Uva is President of Providence Access Company, a government affairs, technology, and satellite consultancy. He has supported international commercial satellite and telecommunications businesses on the regulatory, policy, legal, operational and business fronts for more than two decades, with a present emphasis on government services in support of national security missions. His satellite clients have included key communication satellites owner-operators (including Airbus, Amos, Eutelsat, Hispasat, Intelsat, Inmarsat, O3b Networks, Thuraya, SES, and XTAR), trade organizations such as the Space Data Association Ltd. (SDA), to which he is an advisor, and U.S. Federal agencies.
Mr. D’Uva conceived the organizational structure, legal framework, and strategy of the SDA, an innovative non>profit, open organization whose mission is to ensure safe and responsible space flight operations through appropriate information sharing and analysis with a focus on space situational awareness, operational support and mitigation of harmful interference for over 300 participating satellites. He has been active in various U.S. government mission and information assurance forums including the JFCC Space “Operators Talks”, MAWG, CSRF, and COWG. He is a thought leader on aspects of space traffic management issues. He is the senior industry leader of the joint NSA/DoD Commercial Space INFOSEC Working Group, serving as Industry Associate Chair.
Mr. D’Uva was a founding senior executive of satellite operator New Skies Satellites (now SES), serving as Vice President with global responsibility for regulatory, government relations, security, legislative, trade, and corporate legal matters where he successfully led market entry and business establishment efforts in over 50 countries.
He joined New Skies from Willkie Farr & Gallagher’s telecommunications and media group where he handled international regulatory, transactional, and government relations matters. Mr. D’Uva holds a Bachelor of Arts degree in Government from Georgetown University, with honors, and a Juris Doctor degree from the Georgetown University Law Center (J.D.). He is admitted to practice in California and Washington, D.C.
